Abandoned and Other Nuisance Vehicles

The local council will investigate all vehicles reported as abandoned on local roads or property (usually including private property). The vehicle may be removed by the council if it is confirmed as abandoned, and has not been removed by the owner a specified length of time after a notice of removal has been issued to the keeper if appropriate.

An Abandoned Vehicle is likely to be one that the keeper no longer wants, that has been left in the open air for a sufficient period of time, and in such a condition that enables the officer to confirm that it is abandoned. It is also likely to be untaxed.

An Untaxed Vehicle is one that is in use on, parked or stored on, the public highway without being in possession of a valid road fund licence. We cannot deal with untaxed vehicles that are not on the public highway.

Untaxed vehicles may either be reported to the DVLA for their further action, or impounded by officers from this team under delegated powers. The DVLA are responsible for all subsequent actions.

We do not have powers to deal with foreign or uninsured vehicles unless they are abandoned.

Nuisance Vehicle is a generic name that is used to cover all types of vehicles that may be causing a problem. We have to look at each one on its merits to see which of the other categories, for example abandoned or untaxed, it falls into.

Vehicles advertised “For Sale”. In certain circumstances offering vehicles for sale on the public highway may constitute an offence. We may not be able to take action in all of the cases.

If you have an unwanted car and you are an Enfield resident, then we can dispose of it for you free of charge. This ensures that it is processed in accordance with current legislation.

The time it takes to process the above vehicles varies according to each class of vehicle and individual factors and can be between 1 –16 days.

Service Level Agreement and Turnaround
The only performance measurements are BVPI’s for Abandoned Vehicles only. The first part measure the percentage of abandoned vehicle reports that are visited within 24 hours of being reported to this team.

The second is the percentage of vehicles removed within 24 hours of being classified as abandoned.
