What is a Freedom Pass?
The Freedom Pass allowed free travel on buses, tube, national rail (London network), DLR and Tramlink for older and disabled people who live in London boroughs. It grants free concessions after 9am to resident’s aged 60 and over, for 24 hours for disabled residents on almost all tube and bus services and after 9.30am on national rail services.

Freedom Passes are valid for two years. In Enfield, older person passes are issued through the Post Office at a cost of £1.47 for each new or replacement card. Disabled Freedom Passes are issued by the Council. You will be asked for additional information about your disability and you may need to be assessed by an independent health professional, such as an Occupational Therapist.

Who is eligible for a freedom pass?
There are two types of Freedom Pass – an Older Person’s Freedom Pass where you must live in London and be aged over 60 and the Disabled Freedom Pass where you must live in London and have an eligible disability.

What is aneligible’ disability?
Enfield Council issues disabled freedom passes to people with disabilities who meet one of the seven categories in the Transport Act 2000. These are:
A. People who are blind or partially sighted.
B. People who are profoundly or severely deaf.
C. People without speech
D. People who have a disability, or have suffered an injury, which has left them with a substantial and long-term adverse effect on their ability to walk.
E. People who do not have arms or have a long-term loss of the use of both arms.
F. People who have a learning disability, that is defined as, a state of arrested or incomplete development of mind which includes significant impairment of intelligence and social functioning.
G. People whom, if they applied for the grant for a license to drive a motor vehicle under Part III of the Road Traffic Act 1988, would have their application refused pursuant to section 92 of the Act (physical fitness) otherwise than on the ground of persistent misuse of drugs or alcohol.

How do I apply for a Freedom Pass?
To apply for an Older Person’s Freedom Pass, simply go to your nearest post office and ask for a form. You will need to supply evidence of your age and passport photos.

To apply for a Disabled Freedom Pass, contact Enfield Council’s Concessionary Travel team on 020 8379 1000, Monday to Friday 8am to 6pm or visit the Civic Centre, Silver Street, Enfield, EN1 3XY, Monday to Friday 9am to 5pm.
