Children and young people - child protection

The child protection process takes measures to safeguard vulnerable children and young people at risk or suffering from physical, emotional or sexual abuse and/or neglect.

The local authority has a general duty under the 1989 Children Act to safeguard and promote the welfare of children who are in need and so far as is consistent with that duty, to promote the upbringing of such children by their families.

A local authority is also obliged to ensure that children in its area are protected from significant harm and any child at risk of significant harm is invariably a ‘child in need’.

The Children in Need Service within the Education, Children’s Services and Leisure Department have the lead responsibility for child protection within Enfield. Within that role they are supported by many other agencies e.g. Police, Health Professionals, Schools etc.

The Children in Need Service contains an Assessment Team - who undertakes Child Protection Investigations (often alongside the Police) and a Child Protection Register Team - who monitor and oversee the protection plans of those children who are on the Enfield Child Protection Register.

If people are concerned that a child is either being abused or is at risk of abuse then they should contact Charles Babbage House (details above) at the soonest opportunity and discuss their concern with a Social Worker. All referrals are considered and appropriate action is taken based on the information provided and that is available from other sources.

Referrals from other professionals should always be followed-up in writing.

Local Safeguarding Children Board undertake reviews of cases where abuse or neglect of a child is known or suspected and either a child has died; or a child has been seriously harmed and there is cause for concern as to the way in which the authority, their Board partners or other relevant persons have worked together to safeguard the child.

In 2005-2006 Enfield LSCB commissioned an independent consultant to undertake Serious Case Reviews on two occasions. Recommendations and respective action plans are reviewed by the Quality Assurance and Serious Case Review sub-committee to ensure implementation.

Eligibility
Referrals are assessed and prioritised according to the degree of risk to the child/ren.

Required Customer Information
Referrals can be made to the service via phone, letter or e-mail.

Service Level Agreement and Turnaround
Referrals that indicate extreme risk to the child/ren are responded to immediately. Others, that require an Initial assessment of the child are responded and completed within seven working days.
