Housing Strategy
If you are a Council tenant, you may be able to purchase your home at a discounted price under the Right to Buy scheme.
Under the Right to Buy scheme you can apply to buy your home from Enfield Council at a price lower than the full market value. The discount is usually a percentage of the value of the property, but the maximum discount you can receive is £16,000 the discount depends on:
• How long you have been a Council tenant.
• Whether the property is a house or a flat.
• The age and condition of the property.
If you sell the property within five years of buying it, you may have to pay back the discount.
If you want to apply for the Right to Buy, you need to complete and return a Right to Buy claim form (RTB1). As this form is a legal document we recommend you use recorded delivery. You should keep a copy of the completed form for yourself.
Eligibility
You are likely to have the Right to Buy if your are a secure tenant of Enfield Council, and have the following length of tenancy:
a) If you became a public sector tenant before 18/1/05 you may apply if you have spent the last 2 years continuously as a public sector tenant.
Or
b) If you became a public sector tenant on or after the 18/1/05 you may apply when you have spent 5 years continuously as a public sector tenant.
Some types of property or tenancy are excluded from the Right to Buy:
1. Homes suitable for the elderly
2. Homes due to be demolished
3. Sheltered housing for the elderly or the disabled
4. Houses and flats on land which has been bought for development and which are being used as temporary housing before the land is developed
5. Service Tenancies
6. Homes that are let with an associated shop or farm
7. Homes where we do not own the freehold
8. Almshouses provided by charities.
9. Tenancies kept specifically for homeless people under section 193 of the Housing Act 1996
10. The tenancies of people who used to be squatters but have now been given a licence to occupy a home.
11. Long term fixed leases
12. Temporary lettings to people who were not secure tenants, whose previous homes are being improved or repaired.
You can only buy your house or flat if it is your only home and is self-contained
Required Customer Information
Usually none. Members of the family may occasionally be asked to provide proof of residence, such as bank statements, utility bills.
Service Level Agreement and Turnaround
The management of this service has been transferred to Enfield Homes as of April 2008. Enfield Homes is an Arms Length Management Organisation (ALMO), owned and monitored by the Council, providing services for Enfield council tenants and leaseholders.
