The local authority is responsible for setting the level of rent. This is based on a government formula which we must use. Rents should be published giving reasonable notice of any changes (usually at least one month).
Each year we set the rents for the following year based on the government formula under the rent restructuring regime. Service Charges are set to recoup the cost of providing those services and can only increase by the Retail Price Index (RPI) + ½% in any one year. We consult representatives in the residents’ associations and FECA to agree the level of service we provide.
Total rent, which includes any charges on the property, e.g. water rates and charges for support services, must be paid in full on or before the date the payment is due.
Money that is paid in rent provides most of the income for Enfield Council’s Housing Management Service. It is used to pay for:
• Repairs and Maintenance Service
• Housing Management Service
• Caretaking and other communal services
• Modernisation and refurbishment of the home
It is therefore essential that the rent is paid, which is an obligation in the council’s tenancy agreement. If a tenant is having difficulty in paying their rent they should contact their Estate Manager for further advice. If the tenant is in rent arrears, we have a policy for arrears recovery.
