Housing – council – communal heating charge

Where heating and hot water are provided through a communal boiler, communal heating charges are divided among the residents and a proportion is added to their rent account or leasehold service charge.

Communal heating charges are calculated annually through the heating fund. The charge is linked to the cost of fuel and is covered within the rent or service charge payment. If a resident has a query about their communal heating charge, they should contact their estate manager.

Eligibility
All Council tenants and leaseholders who receive heating or hot water from a communal boiler.

Name, address and telephone number.

Service Level Agreement and Turnaround
In the event of a communal boiler breaking down, the relevant district office is responsible for dealing with refunds and compensation for service disruption. Any postal or telephone queries made by a tenant or leaseholder will be responded to within 10 working days. Any e-mail queries will be acknowledged within 24 hours and responded to within 10 working days.
